Apart from finding this news utterly amazing, even after everything that's happened up to now, I can't help suspecting that this is at least part of what the "extensive negotiations" over the release of the British Guantanamo detainees was really about. Maybe they will need to be "controlled" to stop them telling their stories.

And now any of us can be "controlled".
